  1. Contacting FCC is something that should be seldom required.
  2. When there are times, however, where contacting the FCC 
  3. is necessary, such as verifying if a license application 
  4. has been processed (after 10 weeks from the test date),
  5. there are means for you to reach the FCC.

  8. CHECKING ON LICENSE APPLICATION PROCESSING
  9.  
  10. If ten (10) weeks have gone by since the date of the test session, 
  11. you are able to contact the FCC to verify whether or not a license has
  12. been issued.  The FCC's Licensing Facility (Special Services Branch)
  13. can be written at:

  19. More often, however, most people prefer to call or fax their licensing
  20. inquiries to FCC.  They may be reached by telephone as follows:

  25. If you call to speak with an FCC representative, please be prepared to
  26. provide your name, address and current call sign (if any).  If the
  27. response you receive from FCC personnel (before ten (10) weeks have 
  28. gone by) is that, "We have no record of that application", don't be 
  29. surprised.  Entering an application into their computer is the LAST
  30. STEP.  Two days after it is entered, it is then printed and mailed to you.

  32. Application processing at the FCC takes from six-to-eight weeks, and adding 
  33. VE Team and VEC processing requirements can add up to two weeks more.

  35. If, at ten (10) weeks, the FCC has no record of the application, and if you
  36. have had no other pending applications and your application was 
  37. complete (including having provided the VE Team with the correct, current 
  38. license copy at the test session), then feel free to contact the local VE 
  39. Team or the coordinating VEC (as indicated on your Certificate of 
  40. Successful Completion of Examination - CSCE) for assistance.  If you 
  41. have moved, license forwarding may have not occurred through the postal 
  42. system.  ONLY after 90 days from the submission date will the FCC allow
  43. a replacement application to be submitted--if the first application has
  44. been determined to be lost.

  50. FCC RULEMAKING ACTIONS or RULES VIOLATIONS MATTERS
  51.  
  52. Whenever possible, you are encouraged to not contact the FCC first.  
  53. Local ARRL Section Managers and even ARRL HQ should be consulted 
  54. whenever, and before, it seems necessary to contact the FCC 
  55. in Washington, DC.
  56.  
  57. Nevertheless, sometimes reaching the FCC may be required.  Replies
  58. to FCC Rulemakings, and requests for input, are good examples.

  60. To contact the FCC in Washington, you should do so in writing.  The

  67. Be sure that your correspondence clearly identifies how the FCC may
  68. reach you for further information, and that the matter you are addressing
  69. is understandable and accurate.  Be sure to provide the FCC with all
  70. factual information pertinent to the matter.
